Actually, the cause is simple. So is the answer.

וְהָאָ֗רֶץ לֹ֤א תִמָּכֵר֙ לִצְמִתֻ֔ת כִּי־לִ֖י הָאָ֑רֶץ כִּֽי־גֵרִ֧ים וְתוֹשָׁבִ֛ים אַתֶּ֖ם עִמָּדִֽי׃

"The land itself must not be sold, for the land is Mine [God speaking here]; you are but strangers resident with Me." Leviticus 25:23.

We not only allow, but encourage speculation in land prices. The other causes you point out all flow from this. I suspect I am saying out loud what you are implying:

Speculation in the "price" of the land must end if we are to "solve" the housing crisis.
