Another stupid rule which keeps the disabled in poverty is 42 U.S.C.A. § 1382a. This defines "income" as including "in kind" income, such as sharing an apartment, or even renting for less than "market value." SSI is not enough to even pay the "market value" rent in many places. But if you share with someone else to be able to get off the street, they reduce your SSI by a third. This single rule is largely responsible for the massive numbers of homeless disabled.
