This is how Howard Jarvis, the Prop 13 "saint" of California, got his start. He organized homeowner and neighborhood associations to establish these restrictive covenants in Southern California in the 50's and 60's. When California outlawed discrimination in housing, Jarvis was one of the leaders in the successful ballot initiative (Prop 14 in 1964) to overturn that law. (SCOTUS later ruled it unconstitutional). Prop 13, famous for making it harder to pass taxes, was a continuation of this racist narrative. His ads emphasized white property owners paying for "welfare queens" of color with their taxes. Prop 13 also passed, and we are all still suffering because of it.
