You are absolutely correct. I should know better, since I represent union health funds who deal with both. In California, it is called Medi-Cal. California accepts all the money it can from the federal government for its program, and has expanded it. But even with a Democratic super-majority, they can't pass single-payer health insurance. Racism divides us here as well.
